Thanks to the initiative of Giorgios Psathas, a federalist from Athens, who has managed to create around him a group of adherents and active sympathizers, the federalists could discuss with some important representatives of the Greek political, economic, and cultural world about the current federalist strategy. With three important events on the 28th November in Athens, it was presented the federalist action for the European Federation and for the relaunch of economy and employment, through a European special plan for sustainable development. The executives of the Athens’ New York College have participated actively to the fulfilment of this initiative on the organizational and political plan, especially the Director of communication and of public relations Aris F. Mattheou. With this event, Psathas wanted to consolidate the Greek federalist group and relaunch the action, together with Nikos Lampropoulos, member of the UEF Executive bureau, who participated actively to the initiative.
The initiative of 28th November was
aimed at making the federalists and their political proposals known to
mass media, political parties, cultural circles and young people. This
event will be followed by the constitution of the Greek committee
sponsoring the ECI on a European special plan for sustainable
development, and by the request to the Greek MEPs to endorse the
declaration for a European constituent relaunch.
Lucio Levi was present to represent the MFE (UEF Italy), and Alfonso Sabatino to represent AICCRE. Grazia Borgna of the Einstein Centre for International Studies (CESI), and Olga Vedovato member of the MFE Turin section, were also present.

The initiative was structured on three main events.
In
the morning the press conference took place, chaired by Athanasios
Papandropoulos, President of the European Journalists’ Association. In
his opening speech he often underlined the necessity of a European
action for relaunching a sustainable development, without which it is
increasingly more complicated for the European citizens – especially in
the most disadvantaged countries – to trust Europe and to feel part of
the biggest peace project ever realised, among countries which had gone
to war for centuries. But, he acknowledged, in order to make this
project achievable, it is necessary to use the appropriate instruments
of democratic legitimacy. Sincere Europeanist, he recalled his
interviews with Altiero Spinelli. Lucio Levi, after analyzing the
political – and not only economic – causes of the crisis, and after
underlining that alongside the recovery measures, it is necessary to
relaunch the economy and the employment, he showed the European
federalists’ action proposals: the action for the relaunch of the
constituent process and for the realisation of a European special plan
for sustainable development. He observed then that the mass media can
have a great role in promoting the European democracy, and he invited
the public to collaborate with the federalists in diffusing the
Europeanist information.
A
broad debate followed. The federalists’ proposals have been discussed
deeply by the mass media representatives during the debate. They aroused
a general consensus, especially the European Citizens’ Initiative
(ECI), accounted as appropriate to fight the new xenophobe and
nationalist trends, which often stem from degradation and poverty.
In
the early afternoon a meeting was organized in the Parliament, with the
MPs of the two major Greek political parties: Akis Gerontopoulos for
Néa Dimokratia and Dimitrios Papadimoulis for Syriza, both members of
the European affairs commission and former MEPs – from 1999 and 2004.
They expressed a critical opinion about the Greek policies of the past,
admitted the inadequacy of the national measures to relaunch the Greek
economy in recession, but they also denounced the inadequacy of the
current European structure in facing the crisis and globalisation.
Greece made many mistakes – they maintained – but the settlement
measures alone, even though necessary, depress economy in an
irreversible way if they are not accompanied by some growth measures. It
is necessary that Europe – starting from the Euro-group, which has a
single currency – achieves the peace project of the Founding Fathers, of
Spinelli’s Ventotene Manifesto, toward the Federation. It is necessary
that Europe favours solidarity instead of egoism. Psathas gave them the
documents about the ECI, and the declaration of a group of MEPs
addressed to the European Parliament in favour of a European constituent
relaunch. Lucio Levi, in his speech, underlined the importance of the
engagement of the parties and of the European and national MPs for a
European Federation, and asked to the MPs who were present to
collaborate and share the federalist action.
In
the late afternoon, in the seat of the New York College, the round
table entitled “For a European plan for sustainable development. For the
European Federation” took place. In the public there were some
federalists, some representatives of the Greek political and cultural
milieu, and around a hundred university students.
The
topic has been introduced by Lucio Levi on behalf of the MFE and by
Alfonso Sabatino on behalf of AICCRE. The debate was coordinated by
Athanasios Papandropoulos, President of the European Journalists’
Association. Andreas Andrianpopoulos – former MP in the Greek
Parliament, former Minister, former Mayor of Piraeus – and Athanasios
Diamandopoulos – Professor of International Relations at the University
of Athens – also took part to the debate.
Lucio Levi and Alfonso Sabatino stated again what they had maintained during the two previous debates.

this event the group of Greek federalists has strengthened, and it

Action fédéraliste à Athènes
Grâce
à l’initiative de Giorgios Psathas, fédéraliste d’Athènes, qui a su
créer autour de soi un groupe d’adhérents et sympathisants actifs, les
fédéralistes ont pu se confronter avec d’importants représentants du
monde politique, économique et culturel grec sur la stratégie
fédéraliste actuelle. Le 28 novembre à Athènes on a présenté, avec trois
évènements importants, l’action fédéraliste pour la Fédération
européenne et pour la relance de l’économie et de l’emploi à travers un
Plan européen extraordinaire de développement durable. À la réalisation
de cette initiative ont participé activement, du point de vue
organisationnel et politique, les dirigeants du New York College
d’Athènes, surtout le Directeur de la communication et des relations
publiques Aris F. Mattheou. Avec cette manifestation Psathas voulait
consolider le groupe de fédéralistes grecs et relancer l’action en
collaboration étroite avec Nikos Lampropoulos, membre du Bureau exécutif
de l’UEF, qui a participé activement à cette rencontre.
L’initiative
du 28 novembre avait comme but celui de faire connaitre les
fédéralistes et leurs propositions politiques aux médias de masse, aux
principaux partis politiques, au monde de la culture et aux jeunes. À
cette manifestation fera suite la constitution du comité grec promoteur
de l’ICE pour un Plan européen extraordinaire de développement durable
et la demande aux parlementaires européens grecs de souscrire la
déclaration d’engagement pour la relance constitutionnelle européenne.
De
la part du MFE le Président Lucio Levi a participé. De la parte de
l’AICCRE le Secrétaire régional du Piémont Alfonso Sabatino. D’autres
fédéralistes étaient présents : Grazia Borgna, Président du Centre
Einstein d’Études Internationales (CESI), et Olga Vedovato, membre du
Directif du MFE de Turin.
L’initiative s’est déroulée en trois évènements principaux.
Le
matin a eu lieu une conférence de presse présidée par Athanasios
Papandropoulos, Président de l’Association des journalistes européens.
Dans son rapport d’ouverture il a souligné plusieures fois la nécessité
d’une action européenne visée au développement durable, en absence
duquel il est toujours plus difficile que les citoyens européens,
surtout des pays qui ont plus de difficultés, fassent confiance à
l’Europe et qu’ils sentent de faire partie du plus grand projet de paix
qui ait jamais été réalisé, parmi des pays qui se sont massacrés pendant
des siècles. Pourtant, il a observé, afin de rendre ce projet faisable,
il faut utiliser les instruments adéquats de participation
démocratique. Sincère européiste, il a rappelé ses interviews à
Spinelli. Lucio Levi, après avoir analysé les raisons politiques, et pas
seulement économico-financières de la crise, et après avoir remarqué
que, à coté des mesures d’assainissement, il est nécessaire de relancer
l’économie et l’emploi, a illustré les propositions d’action des
fédéralistes européens : l’action pour la relance du processus
constituent et pour la réalisation d’un Plan européen extraordinaire de
développement durable. Il a ensuite noté que les médias de masse peuvent
avoir un grand rôle de promotion de la démocratie européenne et il a
invité les personnes qui étaient présentes à collaborer avec les
fédéralistes pour la diffusion d’une information européiste.
Un
long débat a fait suite. Au cours des nombreuses interventions des
représentants des médias, on a discuté d’une façon approfondie les
propositions des fédéralistes. Elles ont suscité un consensus général,
surtout l’Initiative Citoyenne Européenne (ECI), qui a été jugée apte à
contraster les nouvelles tendances xénophobes et nationalistes, qui sont
souvent la conséquence de la dégradation et de la pauvreté.
Dans
l’après midi on a organisé une rencontre dans le Parlement avec les
parlementaires des deux principaux partis politiques grecs. Néa
Dimokratia était représentée par Akis Gerontopoulos, Syriza était
représentée par Dimitrios Papadimoulis. Les deux parlementaires, membres
de la Commission des affaires européennes, ont été parlementaires
européens entre 1999 et 2004. Ils ont donné un avis négatif concernant
les politiques grecques du passé, ils ont admis que les mesures
nationales sont insuffisantes pour la relance de l’économie grecque en
récession, mais ils ont aussi dénoncé l’incapacité de la structure
politique européenne actuelle de faire face à la crise et à la
mondialisation. La Grèce a fait beaucoup d’erreurs, ils ont affirmé,
mais les mesures d’assainissement seules, bien que nécessaires,
dépriment l’économie d’une façon irréversible si elles ne sont pas
accompagnées par la croissance. Il est nécessaire que l’Europe, à partir
de l’Euro-groupe, qui a une monnaie unique, complète le projet
pacificateur des Pères fondateurs, du Manifeste de Ventotene de Altiero
Spinelli, vers la création de la Fédération européenne. Il est
nécessaire que l’Europe privilège la solidarité au lieu de l’égoïsme.
Psathas leur a donné les documents concernant l’ICE et la déclaration
d’un groupe de parlementaires européens envers le Parlement européen,
pour une relance constitutionnelle européenne. Lucio Levi, dans son
discours, a remarqué l’importance de l’engagement des partis et des
parlementaires nationaux et européens pour la Fédération européenne, et
il a demandé aux parlementaires qui étaient présents de partager et
contribuer à l’action fédéraliste.
Plus
tard dans l’après midi, dans le New York College, a eu lieu la table
ronde sur le thème : « Pour un Plan européen de développement durable.
Pour la Fédération européenne ». Le public était composé par les
fédéralistes, des représentants du monde politique et culturel grec, et
d’à peu près une centaine d’étudiants universitaires .
Le
thème a été présenté par Lucio Levi de la part du MFE et par Alfonso
Sabatino de la part de l’AICCRE. Le débat a été coordonné par Athanasios
Papandropoulos, Président de l’Association des Journalistes Européens.
Les intervenants ont été Andreas Andrianpopoulos, ancien parlementaire
grec, ancien Ministre et ancien Maire du Pirée ; Athanasios
Diamandopoulos, professeur de Relations internationales à l’Université
d’Athènes.
Lucio Levi et
Alfonso Sabatino ont réaffirmé ce qui avait été dit dans les deux
rencontres précédentes. Ils ont noté que l’aggravation de la crise est
la conséquence, d’une part, de l’incapacité politique de l’Europe de
prendre les mesures nécessaires pour y faire face, et d’autre part, de
l’impuissance des État-nations. Ils ont réaffirmé l’urgence de donner à
l’Union les pouvoirs et les ressources nécessaires et de procéder vers
la Fédération. Ils ont présenté les propositions d’action fédéraliste,
adressées au Parlement européen et à la Commission, et ils ont insisté
sur l’importance que les citoyens et les administrateurs locaux
utilisent les instruments de démocratie participative introduits par les
traités, et d’autres formes d’action, par exemple celle pour
revendiquer une Constitution pour l’Europe. Une Constitution que devra
être ratifiée avec un referendum populaire européen, parallèlement aux
prochaines élections européennes. Sabatino a rappelé les difficultés
auxquelles les administrations locales doivent faire face pour affronter
la crise et l’engagement du Conseil Régional du Piémont en faveur de la
Fédération européenne. Sur le thème des difficultés des administrations
locales l’ancien Maire du Pirée Andreas Andrianpopoulos est intervenu.
Athanasios Diamandopoulos a rappelé la procédure que la Grèce a entamé
pour se donner une Constitution. Le débat a été vaste et a mis en relief
que les propositions fédéralistes sont partagées et qu’il y a un
engagement afin de les réaliser.
Avec
cet évènement le groupe de fédéralistes grecs s’est renforcé et a
établi ou consolidé des contacts utiles pour les actions futures.

Azione federalista ad Atene
Grazie
all’iniziativa di Giorgios Psathas, federalista di Atene, che ha saputo
creare intorno a sé un gruppo di aderenti e simpatizzanti attivi, il
MFE si è potuto confrontare con importanti esponenti del mondo politico,
economico e culturale greco sull’attuale strategia federalista. Il 28
novembre ad Atene è stata presentata, con tre importanti eventi,
l’azione federalista per la Federazione europea e per il rilancio
dell’economia e dell’occupazione attraverso un Piano europeo
straordinario di sviluppo sostenibile. Alla realizzazione di questa
iniziativa hanno partecipato attivamente sul piano organizzativo e
politico i dirigenti del New York College di Atene, soprattutto il
Direttore delle comunicazioni e delle pubbliche relazioni Aris F.
Mattheou. Psathas intendeva, con questa manifestazione, consolidare il
gruppo di federalisti greci e rilanciare l’azione in stretta
collaborazione con Nikos Lampropoulos, membro del Bureau executif
dell’UEF, che ha partecipato attivamente all’incontro.
L’iniziativa
del 28 novembre era indirizzata a far conoscere i federalisti e le loro
proposte politiche ai mass media, ai principali partiti politici, al
mondo della cultura e ai giovani. A questa manifestazione farà seguito
la costituzione del Comitato greco promotore dell’ICE Per un Piano
europeo straordinario di sviluppo sostenibile e la richiesta ai
parlamentari europei greci di sottoscrivere la dichiarazione di impegno
per un rilancio costituente europeo.
Per
il MFE ha partecipato il Presidente Lucio Levi. Per l’AICCRE, il
Segretario piemontese Alfonso Sabatino. Erano presenti Grazia Borgna,
Direttore del Centro Einstein di Studi Internazionali (CESI) e Olga
Vedovato, membro del Direttivo della sezione MFE di Torino.
L’iniziativa si è articolata su tre principali eventi.
Al
mattino ha avuto luogo la conferenza stampa presieduta da Athanasios
Papandropoulos, Presidente dell’Associazione dei giornalisti europei.
Nella sua relazione di apertura egli ha più volte sottolineato la
necessità di un’azione europea volta a rilanciare lo sviluppo
sostenibile, senza il quale è sempre più difficile che i cittadini
europei, soprattutto dei Paesi più in difficoltà, accordino fiducia
all’Europa e sentano di far parte del più grande progetto di pace mai
realizzato, tra paesi che si sono massacrati per secoli. Ma, ha
osservato, per rendere attuabile questo progetto, è necessario avvalersi
di adeguati strumenti di partecipazione democratica. Sincero
europeista, ha ricordato le sue interviste a Spinelli. Lucio Levi, dopo
aver analizzato le cause politiche e non solo economico-finanziarie
della crisi e aver sottolineato come, accanto alle misure per il
risanamento, sia necessario rilanciare l’economia e l’occupazione, ha
illustrato le proposte d’azione dei federalisti europei: l’azione per il
rilancio del processo costituente e per la realizzazione di un Piano
europeo straordinario di sviluppo sostenibile. Ha osservato poi come i
mass media possano avere un grande ruolo di promozione della democrazia
europea e ha invitato i presenti a collaborare con i federalisti nel
diffondere un’informazione europeista.
E’
seguito un ampio dibattito. Nei numerosi interventi degli esponenti dei
mass media presenti le proposte federaliste sono state discusse in modo
approfondito. Esse hanno suscitato un generale consenso, soprattutto
l’Iniziativa dei Cittadini Europei (ECI) giudicata idonea a contrastare
le nuove tendenze xenofobe e nazionaliste che spesso scaturiscono dal
degrado e dalla povertà.
Nel
primo pomeriggio è stato organizzato un incontro, nella sede del
Parlamento, con i parlamentari dei due principali partiti politici
greci. Per Néa Dimokratia Akis Gerontopoulos e per Syriza Dimitrios
Papadimoulis. Entrambi, membri della Commissione degli affari europei,
sono stati parlamentari europei tra il 1999 e il 2004. Essi hanno
espresso un giudizio critico sulle politiche greche del passato, hanno
ammesso l’insufficienza delle misure nazionali per rilanciare l’economia
greca in recessione, ma hanno anche denunciato l’incapacità
dell’attuale assetto politico europeo ad affrontare la crisi e la
globalizzazione. La Grecia ha fatto molti errori, hanno affermato, ma le
sole misure di risanamento, pur necessarie, deprimono l’economia in
modo irreversibile se non sono accompagnate dalla crescita. E’
necessario che l’Europa, a partire dall’eurogruppo, che ha una moneta
unica, completi il processo pacificatore dei padri fondatori, del
Manifesto di Ventotene di Altiero Spinelli, verso la Federazione. E’
necessario che l’Europa privilegi la solidarietà in luogo dell’egoismo.
Psathas ha consegnato loro la documentazione inerente l’ICE e la
dichiarazione rivolta da un gruppo di parlamentari europei al Parlamento
europeo, per un rilancio costituente europeo. Lucio Levi nel suo
intervento ha sottolineato l’importanza dell’impegno dei partiti e dei
parlamentari nazionali ed europei per la Federazione europea e ha
chiesto ai parlamentari presenti collaborazione e condivisione
all’azione federalista.
Nel
tardo pomeriggio ha avuto luogo, nella sede del New York College, la
tavola rotonda sul tema “Per un Piano europeo di sviluppo sostenibile.
Per la Federazione europea”. Il pubblico era rappresentato dai
federalisti, da esponenti del mondo politico e culturale greco e da un
centinaio circa di studenti universitari.
L’argomento
è stato introdotto per il MFE da Lucio Levi e per l’AICCRE da Alfonso
Sabatino. Ha coordinato il dibattito Athanasios Papandropoulos,
Presidente dell’Associazione dei giornalisti europei. Sono intervenuti
Andreas Andrianpopoulos, ex deputato del Parlamento greco e ex ministro
già Sindaco del Pireo e Athanasios Diamandopoulos dell’Università di
Atene docente di Relazioni internazionali.
Lucio
Levi e Alfonso Sabatino hanno ribadito quanto già esposto nei due
precedenti incontri. Hanno messo in luce come l’aggravarsi della crisi
sia il frutto da una parte dell’incapacità politica dell’Europa ad
assumere le decisioni necessarie a fronteggiarla e dall’altra parte
dell’impotenza degli stati nazionali. Hanno ribadito l’urgenza di dare
all’Unione i poteri e le risorse necessarie e di procedere verso la
Federazione. Hanno presentato le proposte d’azione federalista rivolte
al Parlamento europeo e alla Commissione e ribadito l’importanza che i
cittadini e gli amministratori locali si avvalgano degli strumenti di
democrazia partecipativa introdotti dai Trattati e di altre forme di
azione, come quelle per rivendicare la Costituzione europea.
Costituzione che dovrà essere ratificata con un referendum popolare
europeo in concomitanza con le prossime elezioni europee. Sabatino ha
richiamato le difficoltà che gli enti locali stanno incontrando per
affrontare la crisi e l’impegno del Consiglio regionale del Piemonte per
la Federazione europea. Sul tema delle difficoltà che incontrano degli
enti locali è intervenuto l’ex Sindaco del Pireo Andreas
Andrianpopoulos. Athanasios Diamandopoulos ha ricordato l’iter che la
Grecia ha percorso per darsi una Costituzione. Il dibattito seguito alle
relazioni è stato molto ampio e a messo in evidenza una sostanziale
condivisione delle proposte federaliste e l’impegno a realizzarle.
Con
questa manifestazione il gruppo di federalisti greci si è rafforzato e
ha stabilito o consolidato utili contatti per l’azione futura.
